Summary
i) Extending the epoch length to 12 months
ii) Reducing the number of seats of Paragons Council to 5 members

i) 12 month Epochs
Back in Sep 2022 we extended the duration of epochs: PCCP 1 for PDIP 1 and PDIP 2. We understood the longer epochs made more sense in terms of allowing time for Council Members to perform and the overhead that elections generate. In order to avoid a scenario where epochs became too long,we adopted epochs that lasted 6 months.
Now, based on feedback from both the core team and the general community of voters, and after testing this duration of 6 months, for 3 epochs, it is now time to extend the epoch to a full year.

Looking at the treasury Council, this is already happening with only one change this last epoch. This is a reflection of how well the council works together and the results they have produced.

The same pattern can be observed in the Paragons Council. In all cases, the change happened because the council member stepped down.
The one aspect from the 6 month epoch model that will be maintained are the self evaluations and council evaluations. In the extension of the epoch to a full year the evaluations will happen in June and just before the elections. This provides the level of transparency with the community that is aligned with the DAO’s values.
Any changes in the council during the epochs will be referred to the PCCP 5 - Code of Conduct, Responsibilities, Council Member Removal .
In specific, if someone steps down or is removed:
“Replacement:
If a council member is removed, the next “runner-up” from the previous election should be invited to the council.
If there is no “runner-up”, or such person is unavailable, the council may:
a) run a by-election to fill the empty seat
b) invite a Core Contributor to take that seat for the remainder of the period“
New epoch duration would start as of Epoch 7 from 1st of January 2025.
ii) Reducing the number of seats of Paragons Council to 5 members
Reflecting on our governance experiences, we have determined that a council consisting of five members is optimal for maintaining both impact and efficiency. This adjustment ensures our governance structure remains robust and effective, with no real costs or downsides.
This change will be implemented at the beginning of the next epoch.
iii) Limiting the number of council seats to Core Contributors to 3 seats
To assure greater community participation the proposal is to limit the max number of council members who are Core Contributors to the DAO to 3 seats.
The exceptions to this would be if there were not enough external nominations, or in the case that an existing council member becomes a Core Contributor throughout the term, and in the case of replacing a council member to finish the term.
