Summary
This proposal consolidates the Paragons Council and Treasury Council into a single unified Governance Council of 5 members to improve efficiency and align governance with ParagonsDAO’s focused operational scope. The new council combines all governance and treasury responsibilities while implementing safeguards for conflicts of interest. This structure provides more efficient oversight and saves 600,000 PDT per year.
Motivation
As a result of several factors, ParagonsDAO’s scope has significantly contracted since establishing two councils, now focusing primarily on preserving capital and maximizing treasury yield. Both councils experience low engagement, with existing Leadership Team members (who also serve on the councils) driving all substantive work. The dual structure creates coordination overhead without benefit.

By default, these positions will be served by incumbents (as of writing, this is Milamber, Jcrew, and FlapJackson) unless:

a formal petition against an incumbent is raised and then voted by community, or

an incumbent steps down (including mid term)

A formal petition with community support, or a Leadership Team member stepping down may result in either i) replacement or ii) reduction of a Leadership Team position (and additional of a non-Leadership member), at the discretion of the existing council in power (Paragons Council for remainder of 2025, Governance Council thereafter).

A petition can progress to a community vote if it can signal support from at least 10 unique PDT holders who can prove ownership of a total value of at least 3,200,000 PDT (approx 2.5% of current supply)

Votes must be unanimous (excluding any recused individuals)

For example:
- A proposal to terminate FlapJackson’s role on the Leadership Team would require unanimous agreement from all other council members (except FlapJackson). FlapJackson would be recused of voting on said proposal.
